		<description>Why is prepaid electricity in KZN nearly double the rate of metered (43cents as opposed to 26cents per k-whatever - for accounts) electricity.  We are told that we have to have 20Kw circuit breakers to get the subsidy of 100 free units/pm.  OK - but why at a significantly higher rate anyway?  Is this the same all over RSA?  Can&#039;t find anything on the web re these rates country-wide.</description>
